Donald completed the B.Sc. Electrical Engineering and M.Sc. Electronics & Instrumentation degrees at the University of the West Indies (St. Augustine, Trinidad), a Dutch Fellowship in Energy Management as well as several short courses in management, computer systems, advanced process control and maintenance.
He underwent the Engineer-in-Training programme at the Trinidad & Tobago Electricity Commission and took up engineering and management positions in the local industry. He implemented major projects involving computer systems, power distribution and industrial process control. He designed, configured and installed Distributed Control Systems (DCS) for two ammonia plants (retrofit, hot cutover) and a Hydrogen Recovery Unit (grassroots plant) including construction, loop checks and start up of the latter. His areas of activity include project management, energy management and instrumentation & control systems design / implementation.
Donald has served as the Chairman of the Board of Directors of the Petroleum Company of Trinidad and Tobago Limited and four (4) associated companies.
